Mental health clinical advisor (MHCA)
Stichting Vluchteling is an organization with approximately 35 employees and is based in The Hague (the Netherlands). SV (Stichting Vluchteling) is an emergency relief organization that works worldwide for aid for refugees. Thanks to the support of over 200,000 donors, we provide immediate help in an emergency, such as shelter, medical care, clean drinking water and sanitation.
The project for non-communicable disease/ MH care is designed and implemented in collaboration with INTERSOS. The Mental health clinical advisor works closely with the responsible technical advisor of the implementing partner.
Working with and through the SV partner organization, the main objective of the role is to support the design and implementation of an innovative, integrated mental health and Non-communicable disease care model in primary health care in humanitarian settings. The objective of the program is to improve the quality of mental services through quality assurance strategies that focus on both improving technical competence of front line mental health providers as well as designing context appropriate mental health services that can make measurable improvements in client wellbeing and functionality.
Place in the organization
Based in The Hague, liaises functionally with the technical advisor of the implementing partner responsible for the countries where the projects will be located, hierarchically to the NCD team lead. The successful applicant will spend approximately 50 % of the time in the field and 50% in headquarters, whenever field visits will resume (not predictable today). He/she will have functional links with the in country medical lead whenever available.
- Leads the development of a mental health strategy for the Ncd-MH integrated program, in line with MhGap/MHPSS IASC guidelines (including the methodology to be adopted and model of care – psychological first aid (PFA) during acute phases of humanitarian crisis, clinical services [Problem-Solving Counselling or Therapy, Interpersonal Psychotherapy, Interventions for Families and Interventions for Harmful Use of Alcohol and Drugs (motivational interviewing and self-help groups)] in collaboration with the NCD advisor and the technical advisors of the implementing partners, ensuring a strong link with the protection referents.
- Support the project/mission in adapting and implementing the strategy in each country according to the context and specific challenges/constraints including the evaluation of resources available and needed for the project medical staff.
- Participate as technical referent to the process of selection of the psychologist for the field implementation and provide the related induction before the departure wherever an expat MH profile will be deployed.
- Write an implementation plan for integrated MH in PHC and support its implementation (remote- field) in a culturally acceptable manner.
- Support project team with adaption of a training package (e.g. mhGAP-HIG) in TOT formula in order to prepare the field staff with full capacity to implement, manage and supervise the process of MH into the PHC.
- Provide coaching, clinical training, clinical mentorship and supervision (both in remote and on the field).
- Support health professionals within project teams to identify patients who need clinical/pharmacological management of mental health disorders and to develop referral pathways wherever possible.
- Lead with development of tools for surveillance and monitoring of mental health problems if needed.
- Defines a monitoring system and appropriate indicators for MH program and Supports implementation and maintenance of data collection systems for mental health intervention also in the light of operational research projects and data based advocacy.
- Monitors the progress of mental health intervention and prepares periodic and ad hoc reports.
- Supports the project team with community engagement to increase awareness of mental health issues with an aim to destigmatize mental health illnesses.
- Supports the advocacy objectives of the integrated mental health and NCD care strategy through the provision of technical expertise.
Candidate Profile (Essential)
- Clinical psychologist or psychiatrist with at least five years post graduate experience.
- Candidates with strong experience in mental health intervention in humanitarian setting.
- Experience in management, implementation and evaluation of MH programs.
- Proven experience of working independently under minimal supervision.
- Demonstrable experience of working and constructively participating as part of a multi-cultural team.
- Fluency in written and oral English is required. Other languages (French in particular) are desirable.
- Ability and willingness to travel extensively and work overseas, whenever travel to the field will be made possible again (unclear date).
- Demonstrable organizational and communication skills, including attention to detail and accuracy.
- Strong ability to stick to deadlines and influence others to do the same.
- Previous experience with humanitarian organization and commitment to the aims and values of humanitarian work.
- EU citizenship, or being in the possession of an EU work permit, is required.
Further practical information
The Mental health clinical advisor (MHCA) is part of the non-communicable disease/ MH care team and reports directly to the team lead for this project; this team is mainly based in The Hague. It is a fulltime function (40 hours a week). A one-year contract will be offered, with the opportunity of a contract extension afterwards. SV offers good fringe benefits and the salary will be dependent on inter alia experience, age and education.
